It is not about financial "gifts", predetermined criteria must be accomplished at some point. In order to receive public funds, first must be seen which European Directive would qualify.

Usually public funds are connected to a favourable interest rate below market rate or which is associated with advantageous conditions (e.g. exemption from liability, etc.). This improves the access to foreign capital for the company and enables investing without a great amount of complications.
